By-right middle housing in high-demand districts (Elmwood, North Berkeley, Claremont) will be built at market rate. Projects pay an in-lieu fee into the Housing Trust Fund rather than including below-market units on site — on-site affordable units via the density bonus are "not financially feasible" for mid-size projects (Council FAQ).
So the affordability these units generate is realized elsewhere, not in the desirable, high-headroom neighborhoods themselves.
