Measure U โ a new $300M city bond
Levied on $31B of assessed value. The city advertises $22 per $100k average / $35 peak โ on a base it projects will roughly double. On today's base the same bond is $50 average / $67 peak. Costs below are annual dollars per parcel โ toggle the rate. Which rate is right? โ
All four are the same $300M bond with the same debt service. They differ only in which year and which tax base you divide by. A rate per $100k is a quotient, not a price: the dollars to be raised are fixed; the rate moves with the base.
City's projected base grows ~2.2ร from future sales + new construction
Today's base $31B, the parcels that exist now
average year
$22 (the City's advertised figure)
$50
peak years (all three tranches outstanding)
$35 (the City's disclosed peak, from FY2040)
$67
The City's numbers are lower only because they assume owners who do not yet exist โ future buyers reassessed to purchase price, and new construction โ will carry roughly half of it. If the base grows as projected, a long-held owner's rate drifts down each year and newcomers make up the difference. If it does not, the rate is the right-hand column.
Every number is derived from the City's official figures (Resolution 72,338-N.S. Exhibit B) and the Alameda County assessor roll; figure generated by scripts/viz/bond_tranches_svg.py. Direct link: bond_tranches.svg
